What
is an EIR? (adapted from the UC
CEQA Handbook)
According
to the provisions of the California
Environmental Quality Act (CEQA), public agencies must prepare
an Environmental Impact Report (EIR) whenever a proposed project
may cause significant effects on the environment. According to CEQA
Statutes Section 21002.1(a): “The purpose of an environmental
impact report is to identify the significant effects on the environment
of a project, to identify alternatives to the project, and to indicate
the manner in which those significant effects can be mitigated or
avoided.”
In
a practical sense, EIRs serve other important functions in addition
to meeting the legal requirements of CEQA. EIRs, although largely
technical documents focusing on the physical environment, are intended
to provide an opportunity for public participation in the decision-making
process for proposed projects and to provide the public and decision
makers with full information about the impacts of a project. Thus,
the EIR process serves as a framework for public dialogue about
the adverse impacts, as well as the merits, of proposed projects.
The
Draft EIR, or DEIR, is the version of the EIR first released for
public comment. The agencies responsible for the DEIR must respond
to every comment, and include those responses in the final EIR.
Anyone may submit a comment, including individuals, businesses,
organizations, and agencies.
Who
is responsible for this EIR?
The
Development Services Department of the City of San Diego is the
lead agency on the document. Much of the EIR, however, was prepared
by external consultants (e.g. civil engineers, traffic
engineers, biologists).
