Projected build-out ADT between North and South University City

This table shows projected ADT between North and South University City under the assumptions of "no project" (i.e. no bridge on Regents Road, Genesee Avenue remains at four lanes), and within the "bridge plus widening" scenario. In 1987, when the University Community Plan was last adopted, the city projected that by 2005 there would be 70,000 trips per day on Genesee Avenue. With both projects, the combined ADT on Genesee Avenue and Regents Road was projected to be 95,000 trips per day. Both figures are egregiously high, as subsequent traffic studies have shown.

In 1994-5, a new traffic study was done which projected much lower volumes. At that time, the city's engineer, Mr. Frank Belock, recommended that the city proceed with the widening of Genesee Avenue, which by itself was shown to be sufficient to relieve congestion in the study area. Belock further recommended that the city hold off on the Regents Road bridge project until a need could be demonstrated and funding secured.

The DEIR projections are even lower than were those in 1994-5, and for a build-out date even further in the future. The community is now about 93% built out. Are we dealing with another case of overprojected traffic? Do we really need both projects? Do we really need either project?
