Elementary School and Doyle Park and Recreation Center

O. Doyle Elementary school has a population of some 800 students.
It is situated on Berino Court, about a hundred yards off Regents
Road in North University City. The morning school dropoff peaks
between 7:30 am and 7:55 am, which coincides with the AM commuter
peak. (Afternoon pick-up is between 1:55 pm and 2:20 pm). There
is heavy pedestrian traffic during these times, crossing Regents
Road on either side of the Berino Court intersection.
Just
north of Berino Court, on Regents Road, lies Doyle Park and Recreation
Center. This well-utilized community park attracts a broad spectrum
of children, from preschool through high school.
In
addition to heavy pedestrian traffic during school dropoff (7:30
am - 7:55 am), the Berino Court intersection of Regents Road experiences
vehicle congestion during AM peak. The single southbound left
turn lane into Berino Court gets overloaded, and northbound traffic
often queues up down to Arriba Street. Berino Court itself is
quite narrow, and vehicles pass in and out of this street slowly
as they must stop to let out the children. Thus, increasing the
SBL and/or NBR capacity (e.g. adding a second lane) would be of
little use, since the rate-limiting segment is Berino Court itself.
The
bridge is projected to double the traffic on this segment of Regents
Road, adding some 11,000 ADT. This would largely be commuter traffic,
which would then have to compete with school traffic during AM
peak. If unmitigated this could compromise safety and provoke
intense AM peak hour congestion.
