Currently
there are only two intersections in the University City North/South
Corridor study area operating at an unacceptable level of service.
One is the critical intersection at Genesee Avenue and Governor
Drive. The other is located here, at the intersection of Genesee
Avenue and the eastbound SR-52 on/off ramp (PM peak intersection
LOS: E). The source of the problem during PM peak is the relatively
large volume of southbound left (SBL) moves onto the freeway ramp
from Genesee Avenue (click here
to see the detailed intersection data). There is only one SBL lane,
which consequently is overloaded from time to time, with traffic
spilling out onto the main lanes of Genesee. In addition, the free
northbound right (NBR) onto the ramp creates unnecessary friction.
The
need for improvements at this intersection was identified in the
1997 University Focused Transportation Study, where it was suggested
that a second SBL lane be added, and the free NBR be eliminated.
Although there is a structure located just north of the ramp (see
above photo), this improvement is estimated to be relatively inexpensive
($900,000, according to the engineering consultants to the 2003
Public Working Group). Furthermore, the environmental impacts are
expected to be slight, and easily mitigated. UC Golden recommends
that this improvement be included with all six projects currently
under consideration in the city's EIR process. Click
